New sim and can't pay for pack with credit

Hi all

 

As the subject says. I've just arrived from overseas and bought an EE sim. It won't allow me to use my South African passport to buy packs so I bought a voucher for £20. I've inputted it and it shows in my credit now. I then go to purchase a £20 pack and it says success but doesn't take any money from the credit? Anybody help with this please?
