I have a question regarding the exact meaning of chargeable activity.

voice and data usage – this includes making calls, sending text messages and photo messages, retrieving a voicemail, and using data
Does it include even receiving a text message. I mean if we receive a text message, is it enough to prevent account from going into hibernation status or we have to Just send a message?!

Receiving a text or a call is free, so it doesn't count towards delaying hibernation.
You need to make a chargeable action like making a chargeable call or text, topping up or buying a Pack or Add-on, not just using your mins, texts or data from your pack.

I understand that mobile data on PAYG only works with a pack or add-on, thus cannot class as chargeable. Receiving a text is free globally, and sending a text only counts if it's not coming out of an allowance.
