I travel a lot. I have currently been away from the UK for just over a year. I send 1 SMS a month to keep my number active and I'm charged 60p which shows in my history. In December I started getting messages from EE saying I wasn't using my phone and had to start topping up sending SMS or making calls to keep it. Yesterday I got a message saying I hadn't used my phone and they were going to disconnect me and take my credit. I called EE and the agent reset my SIM. My question is why is EE not recognising the billable sms from abroad ?

I am sorry to hear this happened, however, it is great that our customer care team have been able to reset your account.
If this happens again I'd recommend reporting this to our technical care team.
