EE app has.been unavailable to check balance and top up for over a month, when is this going to be fixed?

Further to the advice from @XRaySpeX about other ways to check your balance and top up, if you have been having trouble with the app for so long, it is worth trying to uninstall and reinstall the app to see if that lets you login.
You can also try to login through the EE website to see if you can access your account.
If you still aren't able to get into the app, or cannot login online either, I'd recommend calling our tech guides so they can check your account set up and help to get it working for you.
