Calls out of phone barred after topping up

Hi sorry about this but I have seen no fixes to the above.

I just topped my phone up with a new PACK to start early , now I can't call out I can't even call 150 .

I can get calls in ?????? How do I fix this or even get help ? My phone is always used so it's not a case of the sim being block 

Is Anyone out there who can help as I'm losing my temper with EE now
