If I buy a watch and wifi plan on my account can I gift it to someone and will the watch link to their phone if its in my name?

To use a paired mobile data plan, the iPhone you'd like to link it to would need to be on the same EE billing account.

You can purchase an Apple Watch without a data plan at Apple Watch - Wearables - Deals & Offers | EE Store.
