add to plan not working

i am trying to add a graphics card to my plan for £45 per month but it takes the £10 upfront cost then instantly refunds. just keeps refreshing. is there a reason behind this?

yes i upgraded in December- i finally got through to the sales team and i believe the issue is because I'm on a flex plan. weird though as i just finished paying off my air pods which were on a add to plan also.
