I've ordered a sim card from ee. The order email said it will send me texts when it is dispatched. However, it's been a week and I didn't receive any parcel, texts or emails.

@Sunglin You should have it by now as it’s posted via Royal Mail, I’ll call customer services in the morning to check the order went through.

SIM cards usually arrive within 2-5 working days. What was the date of your order?

There is another problem.
I want to keep my old number in the new simcard, the one I received is different from the old one.
Also, I spent 15 pounds to order a pay as you go sim card. However, this new card's balance is 0!

The Mobile Care team should be able to transfer your number, @Sunglin.
The pay as you go packs tend to come with a pack primed, so that's probably where your £15 has gone. What does it say when you text BALANCE to 150?
