I upgraded my phone and was told I will receive a returns bag. The address on the system was incorrect so I updated it and was told the bag will shortly be sent out but I have yet to receive it. Is there anyway to reissue a new bag or track if the bag has been sent. As I do not wish to pay a fee.

It's possible that it's still in the post. If you'd like someone to check to make sure it has been ordered correctly, I'd recommend speaking to our customer service team.
