Can only EE mobile contract/SIM customers purchase from the store?

To clarify, I'm looking to buy an accessory, but when I click the shop link it takes me to a page where I need to log my mobile or broadband account. Thanks

Yes, you need to be a pay monthly EE mobile customer to purchase an add to plan product.

SIM only customers can also take add to plan products if their account is eligible.
