The £2.29 daily charge is the default option for any pay-monthly customer using their phone in the EU, and is incurred anytime their UK allowances are used - be it calls, outgoing texts or mobile data.
Ensure your son's phone has roaming activated to enable access to German networks, by texting ROAMING to 150 before leaving the UK. If this is not done, he risks not having mobile service abroad unless it is already enabled from previous travel.
