Cape Verde is not in Europe, so unless you specifically chose option 2 to enable full global roaming, then a lack of coverage outside the EU is the expected outcome.
As already mentioned, the roam further add-on is just a billing add-on which is immaterial to your phone having coverage abroad. Can you screenshot any text message which confirms full global roaming is enabled? You have thus far shown messages confirming EU-only roaming is enabled, and that your billing add-on is active.
The crucial stage of "full global roaming", "your phone is setup for use abroad" or similar wording, is what you appear to have missed out. Which would explain your symptoms.

I didn’t set to Europe I bought a 120 minutes all regions eg Cape Verde zone 8 talk back to uk which was confirmed in previous text why would I buy something I already have I have talk and data in Europe dah

As per several previous posts, your billing add-on is of no relevance where the roaming facility is concerned.
Based on the evidence in this thread thus far, you have EU-only roaming - this allows your phone to connect to EU-based networks only. You have purchased a billing add-on covering a non-EU country, but have not enabled full global roaming.
Read my post of 09:21 this morning, you will only resolve this by contacting EE CS from another means - either +44 7953 966150 from another phone, or +44 800 0798586 using a web-calling app (such as Skype) over WiFi - and requesting full international roaming is enabled.

You are just spouting blah blah I bought an add on for talk back to uk from zone 8 country I have two options for providers none of which will give me service I cannot text EE cos I have no service provider I am not going to phone at £3 per minute when I have already bought the add on wake up please

I - along with others in this thread - have advised you on the course of action to resolve this. Whether you choose to accept this advice and act on it, is of no concern to me.
You can purchase whatever billing add-on you choose, but without roaming permissions being in-place, you will have the exact symptoms you are experiencing. It is those roaming permissions which seem to be lacking, without which you are never going to resolve this.
