why would my mobile not work in Canada despite paying for roaming?

By not activating roaming on your EE a/c before you left UK by texting ROAMING to 150.  Having a roaming billing add-on doesn't of itself activate roaming on your a/c.

And to add - roaming itself is free of charge. Whenever anyone says they're paying for roaming, it often means a billing add-on not the roaming facility.

By travelling abroad without enabling roaming, your only recourse now is to enable roaming by contacting CS either from another phone or a web-calling app such as Skype.
