problem between 2 phones on the same account

We have 2 apple phones on the same account. I am not able to ring or text my partner although he can ring me . I can phone and text other people . When i ring him it goes straight to answer phone and he is not getting the messages i leave.

Can he receive texts from you? 

If he goes into Settings > Phone > Blocked contacts, is your number showing?
