There is no email address for EE-CS.
What happens when you try making calls? Can you send & receive texts? Are you in the UK or abroad? Are you on PAYG or pay-monthly? When did this problem start?

well the screen is cracked and I can just about make a call out but i am then sent a link to follow and because the screen is broken the phone is going crazy closing the screen opening other screens etc.
I can receive texts but I'm struggling to send as again it closes down and starts doing random things
im in the uk ands pay monthly. started yesterday when screen broke

Getting a link sounds like you're choosing option 1 on the IVR - just choose option 2 instead.
If you have accidental damage insurance through EE, then 150 is the correct course of action. If not, then you're likely to end up either upgrading (depending on your contractual status) or buying a replacement phone outright from a seller of your choice.
