I am unable to receive text messages. I don't have access to the internet outside of wifi. How do I get this rectified?

Sorry to hear that you cannot receive texts.
To help us help you faster, could you provide us with some information:
A quick fix that we can try now: could you try turning on 'Airplane Mode' on your phone, leave it on for about 5 minutes, and then turn it off again?

Are these messages from non iPhone users?
iMessage uses data so you'll need to have data, and have data activated on your device if you're not connected to WiFi.
