Why would international call numbers be barred from my phone?

Dear Community, 

I am trying to reach a family member in the Caribbean and as we know there is a five hour time zone difference. The time in the UK is now coming up to midnight but in the Caribbean it's coming up to 05.30 a.m. The call is super super important but I cannot connect...any ideas, anyone?

What does it say when you try to dial the number? Do you have an active spend cap?
