Why cant i send a text to europe?

I'm trying to send a one off text to someone abroad, it says "Can't send message with EE error 0" How do I send it?

Can you send texts to other numbers? Is it only international texts affected?

I can send texts within the UK no problem. Its happened before. I think I may have solved it - I think it might have been a landline number but I didn't know their formats.
