Why can't I sent a text when I receive a popup message that this  will cause charge  on my mobile account when I get free texts on my tariff but my message is not being delivered

Yes, you do get texts to UK 01, 02 & 03 landlines and UK 07 mobiles included in your allowances but anything else you will be warned you may be charged.

Are you on contract or PAYG?

It's a short number it starts with 67 it only has 5 numbers

As I guessed 🙂 ! That's why! Shortcodes are not in your text allowance. They may cost or they may not; depends on provider.
