What is the best cost effective, to send pictures on WhatsApp/iMessage

I am on a monthly plan, and I am going to travel to France and Italy (7days each country)my plan will cover roaming abroad at no extra fees for unlimited texts, calls but pictures at £2something each.

I wondered what would be the best way/add on, or else to send pictures at a better price. Or does that apply to sending pictures via WhatsApp?
