I have moved to Belgium for next year, can I stay on my current plan for this year, given that all my phone and data usage is allowed currently.

No, you need to show a Stable Link with UK by being in UK for at least 2 months in any 4. These EE contracts are intended for UK residents who make short trips abroad, not for permanently living abroad.
