Hi, added a data roaming pass for £25 so my daughter could use her phone in the US and when landed it won't connect to a local network and she can't see the data roaming option in her phone to "switch on" so it's £25 for nothing?

Regardless of any billing add-on, your ability to get coverage abroad (which calls, texts & mobile data rely on) is dependent on roaming being activated - which allows your phone to connect to foreign networks. The phone's menu option for data roaming merely enables the use of mobile data whilst already roaming - it's useless without roaming being enabled on your SIM/account.
Also the £25 pass is to extend the use of all your daughter's allowances - voice calls, texts & mobile data.
On PAYG, roamig is auto-enabled once your phone is used in the UK first.
On pay-monthly, roaming needs to be enabled manually - usually by texting ROAMING to 150 before leaving the UK. Did your daughter do this?
If you are on pay-monthly and now find yourself abroad without having enabled roaming, your only recourse will be to contact CS to request it activated. You can either contact +44 7953 966150 from another working phone, or +44 800 0798586 using a web-calling app such as Skype over WiFi.

The roaming pass is not an option on any phone. It is an add-on to your EE a/c.

@andrewm77 The option to enable data roaming on the device is found under settings > mobile service> data roaming. This toggle allows you to use or not use data when roaming. This toggle doesn’t enable the ability to roaming it’s just a toggle so you don’t use data when abroad but are still connected so you can send/receive calls/texts. The ability to connect to a roaming network is an EE account feature that is enabled by texting ROAMING to 150.
