I’m In Mexico, phone won’t work. Can’t call 150 or the out of uk number because my phone won’t connect. Tried to download Skype to call the number suggested in other posts, can’t set up Skype because it texts a code to your number - which doesn’t work because it won’t connect to network.
can’t use online chat, because they’ve scrapped it.
I paid the £25 roaming days before leaving, had the text confirming when still in uk.
any ideas on getting in touch? I have WiFi and wattsapp but it seems ee don’t use those for communicating either.

As you are on contract, did you activate roaming on your EE a/c before you left UK by texting ROAMING to 150? Having a roaming billing add-on doesn't of itself activate roaming on your a/c. Having roaming activated on your EE a/c, not just on your device, is crucial to using your contract SIM abroad.
Often just rebooting the phone is the simple remedy. Also try selecting a network manually rather than auto. Otherwise you need to call CS to get your roaming activated. Try calling CS on the Freephone no. in my sig. on Skype over WiFi. It should be free.

As mentioned, there is no charge for the free roaming facility enabling access to foreign networks. The charge you mention is for a billing add-on.
Skype should only be texting you an OTP if you are registering a mobile number. Try using an email address instead, if Skype requires registration. Many other users in the same catch-22 "no roaming" scenario have successfully used this method.
