It says:

1. Switch roaming on by texting ROAMING to 150 (it's free).

The 1st point enables the ability to roam on your EE a/c. What you can do by your device settings is just allow it to be used abroad provided EE has given you the ability to roam. They are not the same thing (the "this" of point 2). Point 2 should be reworded to something like:
