Your non-working SIM not working in the known-working phone suggests a SIM/account issue.
Were you also able to try the working SIM in your non-working phone, to prove the theory?
If you send a text message to your own number, is that delayed or is it received instantly?
Re-capping your incoming call issue, does it make any difference if you're already on a call when you receive an incoming call?
