Hi I am facing this exact problem right now with my iPhone SE 2nd gen and WhatsApp.
Cant receive the code and when I opt to receive the phone call the automated system asks me to input a digit to receive the code but the automated system doesn't then register my input and im just confronted with silence.
To make matters worse every time I try to go through the process the wait time to receive a text or a call from WhatsApps automated system gets longer and longer.
Did you arrive at a solution?

Are you receiving text messages from other automated senders?
Do you have similar issues with any other IVR or "Press x for y" menu systems? Or is this specific to WhatsApp's outbound call?
