I also have S21 ultra, I'm field service engineer so go up and down country and never once have I had a fast connection on 5G, I have to switch 5G off in setting to go on 4G. I spoke to EE when first got the phone and was told it was the area I was in despite it not working anywhere.

I'm sorry to hear you're experiencing poor data speeds. I'd recommend getting back in touch with technical support if this is affecting you everywhere, rather than in some locations.
They'll be happy to take another look at it for you.
