When was the SIM last used for a chargeable call or text?
That doesn't include receiving calls or texts. If this was longer than 6 months ago, then the SIM may be in hibernation and you have 3 months from then, to recover it.

I called 150 for technical support, then they solved the problem and explained.
Yes, you are right. I used extra mins for long time but no cost, the system closed my receiving line automatically.
The technican not only resumed my line, but also refunded all balance charged during closing.
