Not Able To Make Phone Calls

Hi,
I'm not able to make phone calls. There is a message saying "You reached your credit limit, your services are restricted."
I pay monthly bills and I just double checked, I don't have any unpaid bills. Can there be a technical issue?

Does this affect all calls to all numbers? This could potentially be explained if you were trying to call a non-standard (084, 087, 09) prefix number and have a spend cap active.
Verify by calling an 01, 02, 03, mobile or 080 prefixed number.
