Do you have more than one SIM card installed?

Does your phone show VoLTE (Android) or 4G-calling (iOS) when on a call? Your issue is symptomatic of not being on 4G-voice.
Can you use mobile data otherwise?

If you go into Settings then Mobile Data, Mobile Data Options then Voice & Data do you have 4G and VoLTE showing as on?
Does this happen in all areas?

All I have is this no volte showing any where , some times it does work but most of the time not

VoLTE is the technology behind 4G-calling, which allows voice calls to be carried over 4G rather than using 2G/3G fallback. Consequently, data can be used simultaneously.
Apple phones display this as "4G-call" next to the signal indicators, Android displays "VoLTE". I have personally experienced 4G being connected without VoLTE, but this should be reported via the usual means. Online status checker in the first instance, followed by CS.
The latter may require both patience & persistence.
