Is it possible to enable EU Roaming whilst abroad?

Hi,
Is it possible to enable Roaming whilst abroad?
My parents are currently in France and they're unable to make calls or receives texts on their iPhones aside from when they're connected to the Hotel WiFi.
On their iPhone within "Settings > Mobile Data > Roaming" they're saying "Data Roaming" is enabled.
So I presume Roaming isn't enabled on their EE account.
I suggested texting "Roaming" to 150, but that number doesn't work abroad.
I suggested logging into the EE mobile app. and changing the setting in "Settings > Roaming", but they're saying they can't log into the app. as it hangs once they enter the login ID and password.
Is there anything else we can do?

The data roaming menu you mention is purely a phone function. Roaming is an account-based option, which enables your phone to connect to local networks in foreign countries - for calls, texts & mobile data.
Assuming your parents are on pay-monthly, they will need to do one of two things to check/enable their roaming facility.
1: Login to myEE online account or app, navigate to "parental & data controls" and ensure "international roaming" & "Call abroad & premium rate" are both enabled.
2: Call EE C/S from any working phone, or a web-calling app such as Skype.
Although you do mention they are able to make & receive calls & texts over WiFi. Are they using their phone's normal call dialler & messaging app for this? If so, this would suggest they are using WiFi-calling which is not officially supported abroad.
