Are you on pay-monthly or PAYG? The process to enable roaming differs between the two.
If on pay-monthly, you need to enable roaming before leaving the UK - normally done by texting ROAMING to 150.. did you do this?
If on PAYG, roaming is auto-enabled once your phone is used on EE's UK network first - did you do this?
