I’m in Spain and not activated data roaming. Cannot send or ring 150.

Unable to text 150. Cannot ring 150. Cannot call Cust Serv helping number provided - service not available. Cannot locate live chat when logged in to my account.
can anyone help me with this?

Data roaming simply means using mobile data whilst roaming, just like voice-roaming means making calls whilst roaming. Roaming means using your phone whilst abroad.
Are you reporting that you can make & receive calls, but have problems using mobile data? Or that your phone doesn't have a connection to a local network, and that you are unable to roam?
Are you on pay-monthly or PAYG?

Are you on a pay as you go or contract plan? Have you tried manually connecting to a network?
