Please help. I'm so confused. I am in Germany. Data roaming on. Can use WhatsApp and email but unable to use phone and messaging. Can't log on to ee account as it just won't let me and can't ring them obv. Logged onto hotel Wi-Fi ok. Why can't I make calls? When others call me it goes to VM. Relative v unwell and hospital can't call me. Stuck and alone. Any ideas would be appreciated. Thanks

Using your phone on foreign networks is called roaming. Data roaming simply refers to using mobile data over a roaming network - can you clarify that your phone has a connection to a German mobile network and you are using that connection for mobile data?
If so, your symptoms suggest an international call bar is active which can only be removed by contacting EE CS. You can often use a VoIP service such as Skype over a working internet connection, to contact +44 800 0798586
If your phone doesn't have a German network connection, then likely you don't have roaming enabled - contacting CS is the resolution for this also.
This advice presumes you are on pay-monthly.
