Have paid for roaming but can’t call out, can’t call ee

I’m in Madeira, paid for a roaming pass but can text out but can’t call out though can receive calls, why ?!!

so I can’t phone we to sort !!

Yes I did but couldn’t call ee to sort!!
But it was my fault, I didn’t text roaming, so all sorted now, thank you
