If i have received a voicemail message from an International number, if i wanted to listen to that message, will i be charged local rate or more?

Same as listening to any call. There is no overseas rate for receiving calls, only for making them.

In addition to the above, the charges (if any) for receiving and listening to voicemail depends more on where your mobile is located than on where the call originates from.
Currently it says above "There is no overseas rate for receiving calls, only for making them" and it's important not to misinterpret this.
When you are abroad, you may receive calls from friends still in the UK so it's only fair that the receiver bears the cost of the international connection charges as only the person abroad is guaranteed to know he is abroad.

I speculate that the reason international call charges for receiving and listening to voicemail apply when you are abroad might be because in principle such calls are routed internationally via partner networks.
