Can't use my phone in Croatia

Am Sim Only with EE, who recently assured me that they wouldn't alter my billing and contract only to do so.

When I landed in Croatia In received a text from EE stating "Hi from EE. Great news, while you're in Croatia you can use your plan minutes, texts and data allowance at no extra cost.

However, for three days no texts, calls or data have been viable. I can receive texts and calls.

Very frustrating and the online chat fails to work at EE on either the app or via the web.

If you can receive calls & texts, and you received the welcome text message, that demonstrates roaming is active. Did you change to your SIM-only plan since July 7th, 2021?

Although receiving calls abroad is chargeable, the next check would be for an active spend cap - https://ee.co.uk/help/mobile/manage-use/pay-monthly/set-up-and-manage-spend-cap 

Have you manually connected to alternative Croatian networks, and is the behaviour the same on all?
