Can not text or call from Lithuania

I can't phone or text from Lithuania, I can received text and calls. 

I get automated message when trying to call about call barring on my phone, this is not on.

I have a bolt on for roaming here. Unable to contact EE as get automated message again.

Can anyone help please?

If your phone has a local network connection and can receive calls, roaming is activated.
