In principle, yes you can use an EE phone in the Republic of Ireland.
It's called roaming and the process to enable roaming differs between pay-monthly & PAYG.
PAYG users need to ensure their phone is used on EE's UK network first. Pay-monthly need to enable roaming by texting ROAMING to 150 before leaving the UK.
