I’m currently in France and on a sim only contract but can’t make out going calls, please advise how to.

You'll need to contact EE CS on live chat or via Skype on +44 800 079 8586. You must not have roaming activated.

Does your phone display coverage indicators of a French network?
If not - you likely don't have roaming enabled.
If yes - what happens when you try making a call, and have you tried an alternative French network?
