I purchased a package from EE before departing to the USA. So did my husband but neither of us can make calls including to customer service. We have tried all suggestions we can see. Any ideas as this is very frustrating?

What are the suggestions you've tried so far? Are your phones displaying coverage of a local network in the USA? Or do you have service but cannot make calls - in which case, what happens?
Are you on PAYG or pay-monthly? PAYG is auto-enabled for roaming, whereas pay-monthly phones need to have the facility specifically enabled - merely adding a billing bundle does not, of itself, enable the roaming service.
For pay-monthly, you need to enable "international roaming" & "call abroad & premium rate" within your myEE online account or app.
