Strange roaming text

I received the following message today:

This was odd as I was in Wiltshire on the UK mainland. Did anyone else get this?  I’m assuming it was a network error but would like confirmation this was the case.

I get the same message in West Wales, whenever I am in an area with no reception. It is usually followed by a second text telling me that I might reach my spend cap.
