Does VoLTE (Android) or 4G-calling (Apple) show on your phone's screen when calls take a long time to connect?
Quick call setup does also rely on the recipient of the call being on an IMS (4G/WiFi-calling) coverage layer - fallback to 2G/3G can delay both ends of a call setup.
Presumably your calls do connect after a delay?
