Toggling flight mode can be useful if you've lost coverage entirely and not regained it, but as a way of improving data speeds - probably not so.
Bluetooth has nothing to do with this scenario, unless you're using that as a means to hotspot to a faster broadband router. I suspect your reference to poor signal is borne out of frustration rather than coverage itself being bad.
