Hi,
I received a text from 249 asking for a rating of EEs network-I did not respond. However now I have no access to EEs network, can not make any calls or texts. I dont understand what has gone on...

When you say you have no access, do you mean your phone is not showing coverage indicators?
Try toggling flight mode on/off if so, and restart your phone if this fails to rectify. If problems persist, there is either something awry with your specific account which CS will need to rectify - or a local coverage outage.
The latter can be checked by choosing "check status" on https://coverage.ee.co.uk/coverage/ee
