I have noticed this as well recently, probably going back about a year now, I have been with EE since they were orange and the signals always been fairly good, my mobile data is basically unusably at work however phone calls work fine so it never really bothered me and I just put it down to how the building is constructed, a few weeks ago I went to the O2 arena in London and the phone signal there was awful but I can forgive that. The one that annoyed me the most was when I went to wembly for the championship play off finals last year and in and around the stadium I was getting no service what so ever, how are you going to paint a stadium yellow and blue and cover it in EE advertising when I can't even get phone signal from EE there!

I think you're getting two separate concepts muddled - coverage & capacity
Quality of mobile data speeds are largely dictated by capacity, or specifically the carriers & spectrum deployed on the serving site.
EE have a specialised in-building DAS facility at Wembley, which has been the subject of PR recently. You shouldn't experience issues there, unless there was a temporary issue.
