Poor signal

My wife has an iPhone 13 and moved from 3 but when our WiFi is off she has no network and when she is out it’s also like it. My phone is also a 13 but doesn’t seem as bad but been with EE 2 years

Is she able to try the EE SIM card in another phone to see if signal shows when not connected to WiFi?

I would suggest a 2way SIM swap - your SIM in your wife's phone, and your wife's SIM in your phone.

Does the lack of network coverage follow the SIM or remain with the phone?
