Where I live the signal is non existent and when we are trying to run a farm it’s not easy with no reception we’ve got the ideal spot for a mast but we don’t know how to go about inquiring

The ideal location for new sites, is where the necessary coverage can be obtained with good access for power-supplies, build & maintenance. Local authority planning consent will have a good chance, along with securing a lease agreement with a willing landlord.
The forum team should be along in due course to take some details for passing on. The process usually works that radio planners choose to attempt a new site in a particular area and then seek potential locations.

We tick every box in that and we are the land owner so the agreement would be easy

Have you obtained environmental impact reports, planning permission with ongoing access availablity, adequate power routing to the commercial power grade cabling for starters.
Then it's contracts and rental of the land. Most important is the usage and economics for coverage and user map.
It is not as simple as I am the land owner but good luck.

We tried with it all 20 years ago but the parish council rejected it now technology has advanced massively I would like to try again that was the only thing I couldn’t pass was the planning back then

Planning consent can indeed be, by far the trickiest part of any new site build. This applies in both urban & rural locations.
Vocal local opposition can often be a hurdle.

Sadly not anymore.
This is a good article on Vodafone about the challenges which will apply to all in some way to all. It it extremely annoying because like roads, broadband, rail it gets bogged down in bureaucracy and stops progress.
