Lycamobile not receiving calls from a UK(EE SIM) mobile.

I am in Portugal with my UK mobile(dual SIM) and an EE account. The other SIM is a Portuguese Lycamobile SIM.
I've tried several times to phone an Irish Mobile (Lycamobile SIM) and the call will not go through. My wife is also on an EE mobile, and she tried to call, with the same result. Sending SMS messages to the Irish phone is no problem.
When I call the Irish phone using my Portuguese SIM, call goes through OK. Is there an issue with EE network calling Lycamobile phones?

@Spudee1917 ,I take it that you had used the SIM card in the UK first?
If on contract, did you both activate roaming on your accounts? This is only necessary on contract, as pop as you go are automatically enabled.
Did you receive the welcome message from EE?

Sounds from your description that roaming itself is working fine, and this a number-specific routing issue.
Have you been able to call this number previously, either in the UK or abroad? Are the symptoms the same regardless of which local network you connect to?
