It sounds like your handset device is facing a fault.
Have you been able to perform the network settings reset?
Go to Settings > General management > Reset > Reset network settings, then confirm by tapping Reset settings.
When you went to EE did they test a different SIM in your phone too?
You may need to check if your handset has been reported lost or stole and has a Blacklist on it.
Please call Customer Service where a guide will be able to check this for you, as well as run a handset fault diagnostic if required.
